The City of Lowell's Economic Development Office has created a marketing grant program available to Lowell's small, independently owned businesses that have been most significantly impacted by the COVID-19 pandemic.  Grant awards of up to $2,000 are available to eligible businesses until funds have been depleted.  Grants will be awarded on a case-by-case basis giving priority to small businesses that haven't received any funding from the first round of the "Small Business Emergency Relief Grant Program".  Eligible applicants will be required to participate in at least 2 free webinars (up to 4 total) in order to receive funding.  The two (2) upcoming webinars are scheduled for Thursday, August 13th and Thursday, August 27th from 8:30-9:30 a.m. Click here for more information on the upcoming webinars.

Please note that if you received funding during the first round of the Small Business Emergency Relief Program, you are still eligible to apply for this program and attend our marketing webinars.  Please keep in mind that for the funding portion of this program, we'll be giving priority to small businesses who have not received any funding to date!

Eligibility



The Lowell Small Business Marketing Grant Program is funded through generous earmark funding by the Commonwealth of Massachusetts secured by State Representative Thomas (Tom) A. Golden, Jr.  Small businesses will need to comply with the following criteria:
  • Lowell-based business
  • Retailers, restaurants, food trucks, personal service type of businesses, services, B2B
  • Independently owned
  • Business must have been in operation prior to July 1st, 2019 (+1 year)
  • Business must have had at least one (1) full-time employee or full-time equivalent prior to March 1st, 2020
  • Business has as least one (1) year remaining on business lease or proof of commercial real estate ownership
  • Total annual revenue not exceeding $1,000,000
  • Demonstrate a 25% loss in revenue for July 2020 (as compared with July 2019)
  • Retain at least one (1) full-time or full-time equivalent employee on payroll (excluding owner)
  • Show best effort to reopen and resume business operations upon issuance of the Commonwealth of MA executive order
*full-time equivalent represents 40 hours per week

Ineligible Applicants



  • Non Lowell-based businesses
  • Businesses with annual revenue exceeding $1,000,000
  • Fanchisees
  • Non-profit or faith-based organizations
  • Following types of businesses: cannabis businesses, liquor stores, pawn shops, nail salons, tobacco stores, used car dealerships
  • Has past due bills, tax liens, or has filed for bankruptcy
  • Does not have a valid/current business registration with the City/State

Use of Grant Funds



Grant funds can be used for marketing related expenses such as website development.  Proof of payment will be required in the form of detailed bank or credit card statements, cancelled checks, or receipt payments for the grant funds used towards eligible expenses.  Grant funds cannot be used to pay for non-marketing related expenses.

Application and Application Deadline

  • Most recent tax returns for your business
  • Copy of your lease agreement/mortgage
If you are unable to scan and download these documents, please coordinate with the Economic Development staff for drop-off/pick-up or mail before the application's deadline.
  • Applications will be available until Friday, August 7th at 5:00 PM.
  • Application form is only available in English; however, webinar materials will be translated into Spanish, Portuguese, and Khmer.  Interpretation services will also be available during the webinar and throughout the duration of this program. If you'd like to apply and need translation assistance with your application:

Additional Considerations



Minority-owned small businesses will be given preference as well as small businesses that haven't applied or secured any City or SBA funding through the CARES Act. 

Please note, that even if a business meets the aforementioned criteria it is not guaranteed to receive a grant due to funding constraints of this program.  The City reserves the right to discontinue or modify requirements and funding as necessary.
