Vice-Chair Joseph Mendonça
Joseph Mendonca - Bio ImageJoseph Mendonça was born in Graciosa, Azores, Portugal and moved to Lowell in 1966.  He is married to Lorna (Laviolette) and they have two adult children - Lena & Jeremy.
Councilor Mendonça was educated in Lowell Public Schools and graduated from Lowell High School with the Class of 1978.  He studied at UMass Lowell where he received a Bachelor of Science degree in Applied Mathematics.
Mendonça served in the United States Air Force from 1980 to 1984.  He is the current Commander of the Portuguese American Veterans and also serves as one of its delegates to the Lowell Veterans Council.
Mendonça has had a long career in High Tech - working for Wang Laboratories, NEC Technologies, and Vibren Tecnologies.  He is currently a consulting Software Engineer with Symphony Services Inc.
Mendonca served on the Lowell School Committee from April 1999 to Jan 2006 and the City Council from July 2007 to Jan 2008.  While on the School Committee, he was Vice-Chair for the 2002-2003 term and chaired the Finance, Technology, and Lowell High School subcommittees.
Councilor Mendonca is Chair of the Auditor and Clerk, Finance, and Personnel Subcommittees and is a member of the Education Partnership, Municipal Facilities, Rules, Technology and Utilities and Transportation Subcommittees. 
Councilor Mendonça has and continues to serve the community in numerous ways.  He has been past chair or president of the following organizations: Pawtucketville Citizens Council, Pawtucketville Memorial School PTO, Dr. An Wang School PTO, and Keep Lowell Beautiful.  He is a member of the Friends of Lowell High School, Friends of the Lowell Council on Aging, Lowell the Flowering City Steering Committee, Lowell Parks and Conservation Trust, and the Portuguese American Center.  He is currently on the Board of Directors of the MA-COM Federal Credit Union and the Stacy Stott Memorial Fund.  He has been a volunteer with Christmas in April - Lowell (now Rebuilding Together - Lowell) from its inception - the last few years as House Director.
