PUBLIC HEARING (Scheduled for 7PM)
Vote-Adopting the Minimum Residential Factor for Fiscal 2006. In Council, Given 2nd reading and hearing held. No Remonstrants. Hearing closed. Adopted on roll call vote 9 yeas. So voted.
CITY MANAGER
Order-Dedicate the corner of Hildreth Street and Aiken Street for Thomas C. Brady. In Council, Read twice and adopted 9 yeas. So voted.
Order-Dedicate the corner of Raven Road and Andover Street for James L. Hurley. In Council, Read twice and adopted 9 yeas. So voted.
Order-Dedicate the corner of Dowling Drive and Varnum Avenue for George Spenard. In Council, Read twice and adopted 9 yeas. So voted.
Vote-Authorize the City Manager to accept a gift in the amount of $200.00 from the Greater Lowell Chamber of Commerce for the Mayor's Holiday Reception. In Council, Read twice and adopted 9 yeas. So voted.

At this point, C. Elliott moved, seconded by C. Donoghue “To Suspend the Rules”. So voted.
Vote-Authorizing the School Committee to enter into a lease agreement w/Bon Marche Limited Partnership for property located at 143-159 Merrimack Street. In Council, under Suspension of Rules, Read twice and adopted 8 yeas, 1 absent (C. Howe).

“Request the City Manager have the proper department take the necessary steps to re-dedicate the Wigginsville Square for the Veterans of Wigginsville”. In Council, Referred to the City Manager. So voted.
This was City Councillor and Former Mayor Richard P. Howe's final City Council Meeting after having served 40 consecutive years on the City Council. C. Howe was wished well by Senator Panagiatakos, Representative Murphy and was presented a Citation from both the Senate and the House. Also wishing C. Howe well was former Councillor and Mayor Armand LeMay and former City Councillor Curtis LeMay. The present City Council wished Councillor Howe well and presented him with a portrait of the LeLacheur Ballpark. The Chamber was filled with family and friends all of who wished Councillor Howe health and happiness in his retirement. C. Howe thanked all those present and left the Council Chamber with his family.
At 9:17 PM, C. Martin moved, seconded by C. Milinazzo “To Adjourn”. So voted.
