IN CITY COUNCIL

TUESDAY JANUARY 10, 2006

TIME 6:34PM

Roll call showed 9 present.

Mayor Martin presiding.

Prior to the beginning of the meeting, Mayor Martin recognized Jay Mason of the Friends of Tyler Park, who read and forwarded a Citation for Parks Commissioner Thomas Bellegarde applauding his efforts in assisting the group. Mr. Mason presented the Citation to Councillor A. Mercier and asked it be forwarded the Commissioner.

Mayor Martin then recognized C. Caulfield who introduced Jack Donahue, the new owner of Lull & Hartford Sporting Goods. Mr. Donahue thanked the Council for the recognition and informed all that the new name of the store would be the Lull & Hartford and Donoghue & Sons Sporting Goods and that he intends on moving the business back into the downtown area.

CITY CLERK

Minutes of January 3rd for acceptance. In Council, Read, accepted and placed on file by motion of C. A. Mercier, seconded by C. Ramirez. So voted.

CITY MANAGER

Vote-Authorizing the City Manager to apply for, accept and expend a grant in the amount of $3,000 for use in the Council on Aging. In Council, Read twice and adopted 9 yeas. So voted.

Vote-Authorize the City Manager to accept the bid of Downeast Realty & Development in the amount of $240,000 and convey the property located at 86 Fay Street in accordance with Chapter 30b. In Council, Read twice and adopted 9 yeas. So voted.

“Request the City Manager to report on the Economic Impact on the City of Lowell, should the Lowell Lock Monsters leave the city”. In Council, Referred to the City Manager. So voted.

“Request the City Manager to have the Electrical Department replace the lights in Lucy Larcom Park”. In Council, Referred to the City Manager. So voted.

“Request the City Manager to have the Law Department report on the status of the Noise Ordinance Review requested by the Downtown Business Association”. In Council, Referred to the City Manager. So voted.

“Request the City Auditor/City Clerk Oversight Sub Committee to meet with the City Auditor within 2 weeks to review any and all correspondence to and from the Department of Revenue regarding
