TUESDAY JANUARY 23, 2007

SPECIAL MEETING

Roll call showed 9 present.

Mayor Martin presiding.

Mayor Martin read the Warrant for the Special Meeting. Warrant read, accepted and placed on file. So voted.

CITY CLERK

Minutes of January 16th for acceptance. In Council, Read, accepted and placed on file by motion of C. Caulfield, seconded by C. Elliott. So voted.

PUBLIC HEARING (Scheduled for 7PM)

Loan Order-To borrow the amount of $1,000,000 for the Ice System at the Tsongas Arena. In Council, Given 2nd reading and hearing held.

Speaking in favor was:

Craig Gates 128 Warren St.

Speaking in opposition was:

Jim Sullivan 28 Rhindo Park Dr.

Pat O'Connor 28 Foch St.

All Hebert 111 Acropolis Rd.

Hearing closed. After debate and discussion, the Loan Order was adopted 9 yeas. So voted.

CITY MANAGER

Communication-From City Manager, responses to Council Motions/Requests. In Council, accepted and placed on file. So voted.

Vote-Authorizing the filing of a Home Rule Petition for a non-civil service appointment of a Superintendent of Police. In Council, Read twice and adopted 9 yeas. So voted.

Order-60 Day Trial , Traffic Regulations, various locations. In Council, read twice and adopted 9 yeas. So voted.

Re-Appointment-Corey Belanger to the Board of Appeals. In Council, Read and approved on roll call vote 9 yeas. So voted.

Communication-From the City Manager requesting approval of Out of State Travel. In Council, Read and approved on roll call vote 9 yeas. So voted.

PETITIONS

Misc.-Atty. James Flood representing Bridge Street Holding Co LLC request to withdraw the petition to extend the TMU Zone 550-570 Bridge Street. In Council, Read and C. R. Mercier moved, seconded by C. Elliott “To deny the request to withdraw” motion defeated on roll call vote 4 yeas (C. Ramirez, C. Donoghue, C. Elliott, C. R. Mercier), 5 nays (C. Broderick, C. Caulfield, M. Martin, C. A. Mercier, C. Milinazzo). So voted.

Daniel Couture-Request to address the Council relative to the Real Estate Taxes for the Elderly. In Council, Read and referred to the City Manager. So voted.

Bo Chu-Request the City Council to address the use of video clips on LTC Telecasts. In Council, Read and referred to the City Manager. So voted.
