TUESDAY OCTOBER 16, 2007

Roll call showed 9 present, 1 absent (C. Milinazzo).

Prior to the beginning of the meeting, a Moment of Silence, in a darkened chamber, was observed for Edward Machado, who passed away recently.

CITY CLERK

Minutes of October 9th for acceptance. In Council, Read accepted and placed on file by motion of C. R. Mercier, seconded by C. Broderick. So voted.

UNFINISHED BUSINESS

Order-To accept and taking of Charrant Road Extension and Perron Way. In Council, approved on roll call vote 8 yeas, 1 absent (C. Milinazzo). So voted.

PUBLIC HEARINGS (Scheduled for 7PM)

Pole Loc.-National Grid to place 1 pole on Rogers Street, from last week. In Council read and hearing held.

Dave Aguiar spoke for the petitioner. No Remonstrants. Hearing closed.

Referred to the DPW Division of Streets and Inspector of Wires on motion of C. Caulfield, seconded by C. Elliott. So voted.

CITY MANAGER

Communication-From City Manager, responses to Council Motions and Requests In Council, read and placed on file. So voted.

Communication-From City Manager requesting approval of Out of State Travel. In Council, Read and approved on roll call vote 8 yeas, 1 absent (C. Milinazzo). So voted.

Order-60 Day Trial, Traffic Regulations, various locations. In Council, Read twice and adopted 8 yeas, 1 absent (C. Milinazzo). So voted.

Vote-Amending the Lease Agreement between Lowell Arena Civic Stadium Commission and University of Mass at Lowell. In Council, Read twice and after discussion, C. R. Mercier moved, seconded by C. A. Mercier “To amend the vote, in the agreement section, to insert the words “with proper permitting” in the section relative to allowing the sale of alcohol at University Events”. So voted. Vote, as amended, was then adopted 8 yeas, 1 absent (C. Milinazzo). So voted.

REPORTS

C. Caulfield, Chairman of the Neighborhood/Traffic Sub/Committee said they met last evening relative to the construction and street closures on Chelmsford Street. C. Caulfield said the Administration, DPW Commissioner, Director of Wastewater, Representatives of CDM, the Police Department and the local business owners discussed the construction and installation of drain and water pipes in the Chelmsford Street area. C. Caulfield said the meeting was very informative and productive at the conclusion of which, the Committee agreed to have the City Manager implement some of the suggestions which had been discussed including better signage, improved communication between police details and customers of the establishments, a more aggressive work schedule and improved notification of the public through the various local medias. C. Caulfield said the Committee would meet again and provide updates and would continue, along with the Administration, to minimize the disruptions caused by the construction project.

Adopted as a report of progress on motion of C. Broderick, seconded by C. A. Mercier. So voted.

PETITIONS

Gas Mains-Keyspan Energy requesting to place 1,000 feet of gas main in Pine Street. In Council, read and hearing ordered for 7PM on October 30th. So voted.

Misc.-United Wood Floor Supplies 26 Lincoln St. requesting to place a sign on Lincoln St at Chelmsford St. In Council, Referred to the City Manager. So voted.

William Rawnsley-Req. address Council re: Shelter Issues and Traffic Safety on Lawrence Street. In Council, Read and referred to the City Manager. So voted.

MOTIONS

“Request the City Manager take the necessary steps to rededicate Hadley Field”. In Council, Referred to the City Manager. So voted.

“Request the City Manager to report on the complaints against BFI”. In Council, Referred to the City Manager. So voted.

At 8:07 PM, C. A. Mercier moved, seconded by C. Broderick “To Adjourn”. So voted.
