IN CITY COUNCIL

TUESDAY MAY 13, 2008

TIME 6:37PM

Prior to the beginning of the meeting, a Moment of Silence in a darkened chambers, was observed for Fr. Dominic Spagnolia, former Pastor of St. Patrick's Church and for Agnes Meehan, who was 102 years old, both of who passed away recently.

Roll call showed 9 present.

Mayor Caulfield presiding.

CITY CLERK

Minutes of May 6th for acceptance. In Council, Read, accepted and placed on file by motion of C. Broderick, seconded by C. Lenzi. So voted.

UNFINISHED BUSINESS

Vote-To delete in its entirety, City Council Rule # 5, and insert the following;

Regular meetings of the City Council shall be held bi-weekly on the second and fourth Tuesday evenings at 6:30 o'clock PM in the City Council Chamber, or as otherwise designated, except when a meeting date falls on a holiday.

Provided that an agenda item is not then under consideration, City Council Meetings shall adjourn at or before 11:00 o'clock PM; and all unconsidered items remaining on the agenda at adjournment, be forwarded to the next regularly scheduled meeting, unless otherwise voted by a majority of the City Council. Vote read and after consideration, adopted on roll call vote 6 yeas, 3 nays (C. Elliott, C. R. Mercier, C. Broderick). So voted.

C. R. Mercier then moved, seconded by C. A. Mercier “To request the City Council Rules Sub/Committee to meet in January to review the previously adopted Rule Change”. So voted.

Ordinance-Chapter 2, Creating an Office of Cultural Affairs /Special Events and creating 1 full time position of director and establishing the salary therefore. In Council, Given 1st reading and hearing ordered for 7PM on May 27th. So voted.

PUBLIC HEARINGS

Loan Order-To borrow $20,300,00 for the construction of the new Morey School. In Council, Given 2nd reading and hearing held. No Remonstrants. Hearing closed. Adopted on roll call vote 9 yeas. So voted.

CITY MANAGER

Communication-From City Manager, responses to Council motions/requests. In Council, Read and placed on file. So voted.

Order-60 Day Trial, Traffic Regulations, various locations. In Council, Read twice and adopted 9 yeas. So voted.

While still on the City Manager's section of the agenda, C. R. Mercier asked for a Suspension order to introduce a motion, so moved by C. Broderick, seconded by C. Milinazzo. So voted.

“City Council request that a request to name a park in honor of an individual be forwarded to the Sub/Committee appointed for the naming of public buildings and properties for proper action”. So voted.

REPORTS

C. Elliott, Chairman of the Environmental Sub/Committee said they met jointly with the Neighborhood/Recycling Sub/Committee relative to the city's recycling efforts. C. Elliott said the Administration presented the committees with a proposal containing a number of options for the city to undertake with respect to the removal of refuse and recycling. C. Elliott said, and the Committee's agreed, action by the city is required as the costs of removing refuse and recycling has risen dramatically, while the revenues collected for such has not been increased proportionately. C. Elliott said the city's recycling participation percentage is a major contributor to the shortfall and the proposals presented these evening address the city's options with respect to this issue. C. Elliott said the Committee's agreed to review the materials received, meet again on May 20th and at that time bring forward recommendations for City Council action.

Adopted as a report of progress on motion of C. Broderick, seconded by C. Lenzi. So voted.

PETITIONS

Conduit loc.-Petition of Verizon to place approx. 83 ft. conduit in Chelmsford St. In Council, Read and hearing ordered for 7PM on May 27th. So voted.

Misc.-Atty. Scott Garrant, representing Audrey Baron requesting to recover property located at 62 Thayer Street. In Council, Read and referred to the City Manager and to the Law Department for appropriate action. So voted.

MOTIONS

“Request the City Manager have the street department repair/repave the section of 134-168 River Road”. In Council, Referred to the City Manager. So voted.

BY MAYOR CAULFIELD, seconded by C. Lenzi

“Request the City Manager and the Purchasing Department utilize local vendors when possible”. In Council, Referred to the City Manager. So voted.

At 7:57 PM, C. Martin moved, seconded by C. A. Mercier “To Adjourn”. So voted.
