Roll call showed 9 present

Mayor Milinazzo presiding

Prior to the beginning of the meeting, a Moment of Silence, in a darkened chamber, was observed for Phyllis Johnson, Ray Antiss, Jack Knox, Gerald Finneral, Dorothy Durkin, Martin Garry and all of those who have passed away since the last City Council Meeting.

CITY CLERK

Minutes of February 23rd for acceptance. In Council, Read, accepted and placed on file by motion of C. Martin, seconded by C. Descoteaux. So voted.

PUBLIC HEARING (scheduled for 7PM)

Ordinance-Creating position of Data Analyst in the Office of the City Manager. In Council, Given 2nd reading and hearing held. Speaking in favor were:

Hearing closed. After lengthy discussion and debate, the Ordinance was adopted on roll call vote 6 yeas (M. Milinazzo, C. Murphy, C. Broderick, C. Descoteaux, C. Martin, C. Mendonca), 3 nays (C. Caulfield, C. Elliott, C. Mercier). So voted.

CITY MANAGER

Communication-From City Manager, responses to Council Motions/Requests. In Council, accepted and placed on file. So voted.

Communication-From City Manager accepting resignations of Ken Hughes from Auditorium Board and Elizabeth Cannon from the Disability Commission. In Council, Read, accepted and placed on file. So voted.

Vote-Authorizing the City Manager to execute a Utility Easement with UMass Lowell for University Avenue. In Council, Read twice and adopted 9 yeas. So voted.

Vote-Authorize the City Manager to enter into a License Agreement with UMass Lowell for Emergency Call Boxes and Traffic Camera on the University Avenue Bridge. In Council, Read twice and adopted 9 yeas. So voted.

Vote-To transfer $26,000 to complete the repair of the outfield wall at LeLacheur Park. In Council, Read twice and adopted 9 yeas. So voted.

PETITIONS

Claim-There was 1 claim, which was read and referred to the Law Department. So voted.

Misc.-Clear Wireless LLC to conduct balloon testing at the Duck Island Facility and Cawley Stadium. In Council, C. Martin moved, seconded by C. Mendonca “To Suspend the Rules in order to introduce the vote to grant permission”. So voted.

Vote-To authorize the City Manager to grant permission to Clear Wireless to conduct balloon testing at Duck Island and Cawley Stadium. In Council, under Suspension of Rules, read twice and adopted 9 yeas. So voted.

MOTIONS

“Request the City Manager to have the Livery/Taxi Commission investigate the placement of barriers between the Drivers and Passengers in the City Taxi's” In Council, referred to the City Manager. So voted.

BY C. ELLIOTT, seconded by C. Mendonca

“Request the City Manager contact the non-profit group Neighborhood Assistance Corps of America and request they come to Lowell to host a Save-a-Thon to help homeowners reduce their mortgages”. In Council, Referred to the City Manager. So voted.

BY C. MURPHY, seconded by C. Descoteaux

“Request the City Manager report on the current procurement policy with regard to the purchase of local and recycled products”. In Council, Referred to the City Manager. So voted.

BY C. DESCOTEAUX. Seconded by C. Mendonca

“Request the City Manager research the value of placing online GIC Calculator on the intranet for employee review”. In Council, Referred to the City Manager. So voted.

At 9:45 PM, C. Martin moved, seconded by C. Mendonca “To Adjourn”. So voted.
