REGULAR MEETING

TUESDAY MARCH 16, 2010

Roll call showed 9 present

Mayor Milinazzo presiding

Prior to the beginning of the meeting, a Moment of Silence, in a darkened chamber, was observed for Ray Keene and all of those who have passed away since the last City Council Meeting.

CITY CLERK

Minutes of March 9th for acceptance. In Council, Read, accepted and placed on file by motion of C. Caulfield, seconded by C. Mercier. So voted.

CITY MANAGER

Communication-From City Manager, responses to Council Motions/Requests. In Council, accepted and placed on file. So voted.

C. Mercier then moved, seconded by C. Mendonca “To Suspend the Rules in order to introduce a motion”. So voted.

“Request the City Manager have the Law Department report on the status of the demolition of the property located on Central Street adjacent to the Portuguese Club”. In Council, under Suspension of Rules, Referred to the City Manager and the Law Department for report and recommendation. So voted.

While still under Suspension of Rules, C. Caulfield asked the City Manager to report on the problems with the culvert(s) in the area of Black Brook as it caused considerable backups and flooding. C. Elliott asked the Manager to investigate a similar issue on Newhall Street. So voted.

Vote-Authorizing the City Manager to accept a gift in the amount of $2,500 from Lowell Heritage Partnership to restore the monument in Lincoln Square. In Council, Read twice and adopted 9 yeas. So voted.

Vote-Authorizing the City Manager to enter into a License Agreement with Lowell Quick Mart for an awning at 627 Chelmsford Street. In Council. Read twice and adopted 9 yeas. So voted.

Communication-From City Manager making 4 appointments to the Green Building Commission. In Council, Read, accepted and placed on file. So voted.

Communication-From City Manager, re-appointment to the Disability Commission. In Council, Read and approved on roll call vote 9 yeas. So voted.

Communication-From the City Manager, accepting a resignation from Solid Waste/Recycling Committee. In Council, Read, accepted and placed on file. So voted.

MOTIONS

“Request the City Manager to report on plan to address the possible 5% reduction in Local Aid and its effect on the Fiscal 2011 City Budget”. In Council, referred to the City Manager. So voted.

BY C. CAULFIELD, seconded by C. Murphy

“Request the City Manager to have the proper department address the large depression in the roadway in the vicinity of 802-810 Lawrence Street”. In Council, Referred to the City Manager. So voted.

BY C. ELLIOTT, seconded by C. Mendonca

“Request the Finance Sub/Committee to meet with the School Department Finance Sub/Committee relative to the projected cuts to the Fiscal 2011 Budget”. In Council, Read and referred to the Finance Sub/Committee. So voted.

“Request the City Auditor to provide the Council with a Year to Date report on overtime expenses”. In Council, Read and referred to the City Auditor. So voted.

BY C. MARTIN, seconded by C. Mercier

“Request the City Manager to report on the progress of implementation of recommendations contained in the most recent report from the Department of Revenue relative to the financial practices of the city”. In Council, Referred to the City Manager. So voted.

BY C. MARTIN, seconded by C. Mendonca

“Request the City Manager report on the status of the new bridge crossing the Merrimack River at Pawtucket and Riverside Streets”. In Council, Referred to the City Manager. So voted.

BY C. DESCOTEAUX, seconded by C. Mercier

“Request the City Manager to report on efforts to re-enforce Minimum Maintenance Requirements specifically as it relates to the re-organization/re-structure of the Building Department”. In Council, Referred to the City Manager. So voted.

BY C. MURPHY, seconded by C. Mercier

“Request the City Manager to review the data on the cost effectiveness of yard waste collections during the summer months”. In Council, Referred to the City Manager. So voted.

“Request the City Council join other cities and town in supporting the update Bottle Bill HB #3515 and SB #1480”. In Council, after Discussion, the motion was referred to the Environmental/Recycling Issues Sub/Committee for a report and recommendation. So voted.

At 7:44 PM, C. Mercier moved, seconded by C. Elliott “To Adjourn”. So voted.
