Prior to the beginning of the meeting, a Moment of Silence, in a darkened chamber, was observed for Zenny Speronis, Retired Local Businessman and Community Activist, who passed away recently.
Also prior to the meeting, the City Council viewed a video clip from the Mayor's Art Challenge, at the conclusion of which Mayor Milinazzo urged all to cast their votes for the City of Lowell in the statewide competition.

Minutes of September 28th for acceptance. In Council, read and C. Mercier moved, seconded by C. Descoteaux “To accept the minutes and place on file”. So voted.
PUBLIC HEARING (Scheduled for 7PM)
Loan Order-To amend the Loan Order adopted May 15, 2010 relative to School Bonds. In Council, Given 2nd reading and hearing held. No remonstrants. Hearing closed. Amended Loan Order adopted on roll call vote 9 yeas. So voted.
Comcast-Conduit locations in Middlesex Street, Prescott Street and George & Middle Street. In Council, Read and hearing held. Jodi Gaudet, Project Coordinator spoke for the petitioner. No Remonstrants. Hearing closed.

CITY MANAGER
Communication-From City Manager, responses to Council Motions/Requests. In Council, read and C. Martin moved, seconded by C. Mendonca “To refer the communication relative to the Evolution Plan to Economic Development Sub/Committee”. So voted.
Appointment-John R. Lawlor to the Council on Aging. In Council, Read and approved on roll call vote 9 yeas. So voted.
Appointments-Henri Marchand and Robert Gignac to the Taxi & Livery Commission. In Council, Read and approved on roll call vote 9 yeas. So voted.
Vote-Authorize the City Manager to lease 11 spaces in the Roy Garage for use by the US Government Military Recruiters. In Council, Read and
Order-60 Day Trial, Parking Regulations, Beaulieu Street. In Council, Read twice and adopted 9 yeas. So voted.
Vote-To ratify the Memorandum of Understanding between the City of Lowell and the Traffic Supervisors. In Council, Read twice and adopted 9 yeas. So voted.
Vote-To ratify Memorandum of Agreement with MVEA Unit I, Unit II Head Operators and Unit II Professionals. In Council, Read twice and adopted 9 yeas. So voted.
Vote-Accepting a gift in the amount of $18,500 to be used in the Health Department. In Council, Read twice and adopted 9 yeas. So voted.
Vote-To transfer $4,675,000 from School Electricity/Heat to City Account. In Council, Read twice and adopted 9 yeas. So voted.
