Roll call showed 9 present.
Mayor Murphy presiding.
Mayor Murphy entertained a Motion by C. Kennedy, seconded by C. Broderick to “Amend Notice of Election to include Councillor Mendonca.” So voted.
CITY CLERK
Minutes of December 20th, Ad/Hoc Clerk Oversight S/C December 15th for acceptance. In Council, Read, accepted and placed on file by Motion of C. Mercier, seconded by C. Broderick. So voted.
CITY MANAGER
Communication - From City Manager, responses to Council motions/requests. C. Mercier requested from City Manager updated phone list for City Hall. In Council, accepted and placed on file. Motion by C. Martin, seconded by C. Mendonca. So voted.
Vote - Accept gift ($200.00 Mayor's Holiday Reception) from Greater Lowell Chamber of Commerce. In Council, Read twice and Motion for approval by C. Mendonca, seconded by C. Lorrey. Roll call 9 yeas. So voted. C. Mercier requested City Manager send a letter of thanks to the Chamber of Commerce.
Order - 60 day trial (Barbara Street). In Council, Read twice and Motion for approval C. Mercier, seconded by C. Broderick. Roll call 9 yeas. So voted.
Vote - To transfer $40,000.00 to Treasures Office. In Council, Read twice and Motion for approval by C. Mercier, seconded by C. Martin. Roll call 9 yeas. So voted. C. Elliott addressed the issue of reconciliation of cash and the staff at the Treasurers Office. C. Kennedy requested breakdown of costs contained in the contract. C. Lorrey wanted the Council to be informed if added costs would arise.
REPORTS (Sub/Committee, if any)
Wire Inspector - Report of National Grid and Verizon of New England for one (1) pole location at Middlesex Street. In Council, Motion to accept and adopt the accompanying order by C. Martin, seconded C. Broderick. So voted.
GENERAL PETITIONS
Misc. - Parth Realty, LLC, Request for Grant of Access Easement (1088 - 1100 Gorham Street). In Council, Read and referred to Law Dept. to draw proper vote. So voted.
Claims-There was 2 claims for property damage and 1 claim for personal injury. In Council, Read and referred to the Law Department. So voted. C. Kennedy requested that the Law Dept. report back to Council on any findings.
UTILITY PETITIONS
Gas Main - National Grid to extend gas main 645' along Mort Ave. In Council, Read and referred to a Public Hearing 1/17/12.
MOTIONS
BY C. MERCIER, seconded by C. Broderick.
“Request the City Manager have the Law Dept. create a deed and prepare the vote for the Council to accept, with provisions and restrictions, for the protection of the Pow-Wow Oak Tree which is located between 268 and 286 Clark Road.” In Council, Read and referred to Law Dept. Roll call 9 yeas. So voted. C. Mercier, Lorrey, Broderick, and Mendonca spoke of the importance of the tree as well as safety issues involved. Ed O'Keefe of Lowell spoke in favor of the motion.
BY C. MERCIER, seconded by C. Broderick.
“Request the City Council vote to grant permission to the Pow-Wow Oak Protectors to install a memorial plaque at their expense to be placed at the respected site.” In Council, Read and approved. Roll call 9 yeas. So voted. C. Kennedy spoke of the possibility of combining the existing plaque with the new one. George Koumantzelis of Lowell spoke of the project and having separate plaques.
At 7:15 PM, C. Kennedy moved, seconded by C. Broderick “To Adjourn”. So voted.
