INAUGURAL EXERCISES
CITY COUNCIL CHAMBER

PROCESSION:
The procession formed in the Mayors Reception Room and proceeded to the City Council Chamber. The Procession was led by Father Paul Ouellette, Pastor of Saint Patrick's Church, Presiding Justice John T. Lu, Fire Chief Edward Pitta, Police Superintendent Kenneth Lavallee, Assistant City Clerk Angela Gitschier, Former Mayors Edward Early, M. Brendan Fleming, Brian Martin, Edward Caulfield, Eileen Donoghue, Thomas Golden and Kevin Murphy along with the 2012-2013 City Council Elect.
MEETING CALLED TO ORDER
City Clerk Michael Q. Geary opened the exercises and asked all to rise for the singing of the National Anthem by Lowell High School Chorus. The City Clerk then recognized Father Ouellette who delivered the Invocation.
Assistant City Clerk Angela Gitschier then called the roll, 9 present.
City Clerk Michael Q. Geary then read the Official Notice of Election from the Election Commission. C. Murphy then moved, seconded by C. Mercier “To accept the communication and place on file”. So voted.
Presiding Justice John T. Lu then administered the Oath of Office to the City Councillors Elect.
The City Clerk then entertained a motion by C. Lorrey, seconded by C. Martin “To proceed to elect a Mayor”. So voted.
The City Clerk asked that each Councillor, when their name is called, designate the Candidate of their choice by name.
The Assistant City Clerk then called the Roll.

Prior to the declaration of the roll call, Motion made by C. Elliott, seconded by C. Kennedy “To make the choice of Mayor unanimous”. So voted. The Chair declared Councillor Murphy elected Mayor and asked Mayor Elect Murphy's Father and Mother to escort him to the Rostrum where Presiding Justice John T. Lu administered the Oath of Office.
Mayor Murphy then thanked his colleagues for their support and his family for their support. Mayor Murphy said he looked forward to working with his fellow City Councillors to continue the successes in the City.
Mayor Murphy then entertained a motion by C. Elliott, seconded by C. Lorrey “To proceed to elect a Vice Chair”. So voted.
Mayor Murphy asked that each Councillor, when their names are called, to designate the candidate of their choice by name.
The Clerk then called the roll.

Mayor Murphy then declared Councillor Mendonca elected Vice Chair and asked Councillor Broderick and Councillor Nuon to escort Vice Chair Mendonca to the Rostrum where Presiding Justice John T. Lu administered the Oath of Office.
Mayor Murphy then entertained a motion by C. Kennedy, seconded by C. Lorrey “To adopt the Present Rules of the City Council for the 2012-2013 Council Term”. So voted.
Mayor Murphy then invited Lowell High School senior Princess Chan to recite a poem she had authored entitled Coming of Age.
Mayor Murphy then asked Father Ouellette to deliver the Benediction.
At this time the Lowell High School Chorus sang “God Bless America”.
Mayor Murphy thanked the Lowell High School Chorus and Mr. Descoteaux for their participation. Mayor Murphy also thanked Chief Edward Pitta and Chief Lavallee, State Representative Kevin Murphy, State Representative Thomas Golden, Superintendent Jean Franco, Superintendent Mary Jo Santoro and Greater Lowell Voke School Committeeman George O'Hare.
At 10:48 AM, C. Kennedy then moved, seconded by C. Broderick “To Adjourn”. So voted.
