I.
National Grid/ Mass. Electric Educational Partnership
The Commission will discuss an opportunity to work with representatives from National Grid and
Mass. Electric in order to develop programming for an educational workshop that reaches out to
the development or residential community in Lowell. The workshop may focus on energy
efficiency in design and construction as well as implementation of renewable energy.

II.
Climate Action Plan Update
The Commission will receive an update on progress of the Green House Gas emissions inventory
and Climate Action Plan. The Commission has recommended MTC Clean Energy funds be
utilized to fund an intern to collect data, and membership with ICLEI to gain access to proprietary
software to help develop the inventory. Next steps will be discussed to begin the data collection
process as the application is prepared for MTC grant funds to support the project.

III.
Green Building Checklist
The Commission will discuss elements of the proposal to incorporate a green building checklist
into the Planning Board site plan and special permit review process. Discussion will include
documentation provided to the Planning Board, illustrative materials for display, and who shall
present to the Board. The Commission has been placed on the Planning Board meeting agenda
Monday, August 18, 2008 to propose a voluntary green building program that will incorporate a
checklist based on the U.S. Green Building Council’s (USGBC) LEED program.
