Hearings
1235 Bridge Street
A Public Hearing will be held to hear all interested persons relative to an application by Valley Properties, Inc. for site
plan review of the property located at 1235 Bridge Street. The proposal includes the demolition of an existing
133,100sqft retail building containing, among other businesses, a Market Basket and vacant Ames Department store
and construct in its place an 110,500sqft shopping center consisting of three separate buildings. One building will be
91,062sqft and house an expanded Market Basket grocery store and space for three additional commercial tenants, one
5,200sqft retail building is proposed at the northern corner of the lot and a 14,157sqft pharmacy featuring a drive-
through window is proposed at the southern portion of the lot. The project includes the reconfiguration of parking and
interior vehicle circulation accommodating an additional 29 parking spaces for a total of 383, adjusts the location of
access points to the site off of Bridge Street and provides additional landscaping throughout. The 387,708sqft (8.9
acre) site is located in the RR (Regional Retail) zoning district and requires Site Plan review under Section 11.4 of the
zoning code.
1782 Middlesex Street
The Lowell Planning Board will hold a public hearing to hear all interested persons relative to an application by Basil and
Joanne Karanastasis for Site Plan Review for a project located at the addresses listed above. The project proposes to raze
three existing buildings, two of which are single-family residences, one located at 6 Wood St. and the other 17-19
Columbia St. The other building to be razed is the beauty salon located at 1782 Middlesex St. Redevelopment of the site
includes a 7,500sqft commercial building providing 5 storefronts, each approximately 1,200sqft in size. The project
spreads 26 parking spaces over two lots, one with access from Wood and Middlesex providing 18 spaces and the other
accessed from Columbia Street with 8 spaces. The project is located in the RR (Regional Retail) zoning district, and
requires site plan review under Section 11.4 of the Lowell Zoning Ordinance.
26 Highland Street
A Public Hearing will be held to hear all interested persons relative to an application by John McDonough for Site Plan
Review and Neighborhood Character Special Permit. The proposal includes the construction of a two family residential
building located at the southern corner of the lot, adjacent to Burns Street. The wooded area that currently exists on the
proposed building site will be removed to make way for the residence, paved area for parking and driveway access, and an
expanded lawn area. Access to the site and vehicular circulation throughout the site remains virtually unchanged. The
project is located in the TMF (Traditional Neighborhood Multi Family) on a 53,261sqft lot and requires site plan review
under Section 11.4 and a Neighborhood Character Special Permit under Section 9.4 of the Lowell Zoning Ordinance.
295 Varnum Ave.
A Public Hearing will be held to hear all interested persons relative to an application by Lowell General Hospital for
site plan review of the development of property located at 295 Varnum Avenue. The proposal includes a two-story
addition to the existing three-story 238-space parking garage providing an additional 112 spaces for a total of 370
spaces. The parking garage is intended to continue to serve the Lowell General Hospital campus. The site is located
on a parcel consisting of approximately 64.55 acres and is located in the PDMI (Planned Development
Medical/Institutional) zoning district. Site plan review is required under Section 11.4 of the Lowell Zoning
Ordinance.

117 Marginal Street
The Planning Board will review proposed solutions from the applicant for the project located at 117
Marginal Street with respect to conditions six and seven of the approved site plan. Specifically, the
applicant seeks to address concerns from the City Engineer and Wastewater Utility over sewage
overflow that periodically occurs in the area at the western entrance to the site.
Hickory Hills Subdivision – Performance Bond
The Planning Board will l address the remaining $2,000 held under a tri-partite agreement as a performance bond
for the subdivision known as Hickory Hills Estates developed by Applewood Construction Company. The Board
will decide whether or not to act on the bond to secure funds in order to complete sidewalk repairs located on
Freedom Way.
