Hearings
1235 Bridge Street
A Public Hearing will be held to hear all interested persons relative to an application by Valley Properties, Inc. for site
plan review of the property located at 1235 Bridge Street. The proposal includes the demolition of an existing
133,100sqft retail building containing, among other businesses, a Market Basket and vacant Ames Department store
and construct in its place an 110,500sqft shopping center consisting of three separate buildings. One building will be
91,062sqft and house an expanded Market Basket grocery store and space for three additional commercial tenants, one
5,200sqft retail building is proposed at the northern corner of the lot and a 14,157sqft pharmacy featuring a drive-
through window is proposed at the southern portion of the lot. The project includes the reconfiguration of parking and
interior vehicle circulation accommodating an additional 29 parking spaces for a total of 383, adjusts the location of
access points to the site off of Bridge Street and provides additional landscaping throughout. The 387,708sqft (8.9
acre) site is located in the RR (Regional Retail) zoning district and requires Site Plan review under Section 11.4 of the
zoning code.

Zoning Amendment: 40R Smart Growth Overlay District
In accordance with M.G.L. Chapter 40A, Section 5, the Lowell Planning Board will hold a Public Hearing to
hear all interested persons relative to an ordinance to amend “The Code of Ordinances City of Lowell,
Massachusetts,” with respect to Appendix A thereof entitled “Zoning.” The amendment would establish a
new Article IX section 9.6 entitled “Downtown Lowell Smart Growth Zoning Overlay District” and
extending the existing “Hamilton Canal District Priority Development Site” to include parcels located at 31,
31.1, and 31.2 Jackson Street. The previously listed parcels are currently within the Light Industrial (LI)
zoning district.

Zoning Amendment: Extension of DMU zoning district
In accordance with M.G.L. Chapter 40A, Section 5, M.G.L Chapter 43D, and M.G.L Chapter 40R the Lowell
Planning Board will hold a Public Hearing to hear all interested persons relative to an ordinance to amend “The Code
of Ordinances City of Lowell, Massachusetts,” with respect to Appendix A thereof entitled “Zoning.” The
amendment would extend the existing Downtown Mixed Use (DMU) zoning district to include 31. 31.1, and 31.2
Jackson Street.

III. New
Business
Proposed JAM Plan Amendment: Hamilton Canal District and Lowell Trial Court
The Planning Board will review proposed amendments to the Jackson/Appleton/Middlesex Urban
Revitalization and Development District (JAM Plan) to reflect and ensure the development of the
Hamilton Canal District and Lowell Trial Court projects. The proposed amendment will include
changes to the proposed land use, zoning, and transportation improvements outlined in the plan, the
extension of the JAM Plan boundary to include the National Parks visitor's center parking lot, and the
redefining of certain parcels as acquisition and disposition parcels consistent with the proposed
Hamilton Canal District and Lowell Trial Court projects. The Planning Board’s review will seek a
determination as to the consistency of the proposed changes with the Citywide Comprehensive
Master Plan.

Voluntary Green Building Program
The Board will review a proposal from the City of Lowell’s Green Building Commission to
incorporate the U.S. Green Building Council (USGBC) green building checklist into the Site Plan
Review and Special Permit review process. The proposed program would have proponents complete
the Leadership in Energy and Environmental Design (LEED) checklist along with existing
application elements for said review processes with implementation of green building techniques
enumerated in the checklist on an entirely voluntary basis.

IV. Old
Business.
Hickory Hills Subdivision – Performance Bond
The Planning Board will l address the remaining $2,000 held under a tri-partite agreement as a performance bond
for the subdivision known as Hickory Hills Estates developed by Applewood Construction Company. The Board
will decide whether or not to act on the bond to secure funds in order to complete sidewalk repairs located on
Freedom Way.

Lot Release: Residents First Development Corporation – 1436 Gorham Street
The Board will discuss the lot release proposal for the remaining twenty-six (26) lots in Zone 4 of the
development plan located in the Residents First Development Corporation project. Proposed lots are located on
Chippewa and McGuigan Circle.
