Definitive Subdivision: 61 Bishop Street (Berkeley Ave. Ext.)
A public hearing will be held for a definitive subdivision application to subdivide a 35,072 square foot
property located at 61 Bishop Street, at the intersection of Berkeley Ave. The proposal includes three
new residential lots totaling 21,789 square feet with access from a 371-foot extension of Berkeley
Avenue. The property is located in a TSF (Traditional Single Family) zoning district.

Definitive Subdivision: 61 Bigelow Street/ 160.1 Swan Street
A public hearing will be held regarding an application by Swan Street Development Company, LLC for approval
of a definitive subdivision plan of a 16,460 square foot property located at 61 Bigelow Street and a 72,628 square
foot parcel situated between 61 Bigelow Street and Industrial Avenue East called 160.1 Swan Street. The
proposal includes two new residential lots totaling 14,690 square feet and one new vacant lot totaling 1.4 acres to
house stormwater infrastructure. The lots would be accessed via a new 180-foot roadway to be built off of
Bigelow Street. The site is located in the TSF (Traditional Single Family) and HRC (High-Rise Commercial)
zoning districts.

New Business
Site Plan Review: 1100 Gorham Street
The Lowell Planning Board will hold a public hearing to hear all interested persons relative to an application
by Test ‘n Build, Inc. for Site Plan Review for a project located at 1088-1100 Gorham Street. The proposal
includes the partial demolition and interior renovations of a 42,000sqft building with associated parking and
landscaping changes. Three additions on the southerly side of the building will be demolished and interior
renovation will update old and create new retail space in the front of the building and new wholesale/industrial
space in the rear of the building. Two loading docks off Weinbeck Street and 36 new parking spaces will be
added. The applicant is seeking a Site Plan Review under Sec. 11.4 of the City of Lowell Zoning Code. The
parcel is located in the TMU (Traditional Mixed-Use) zoning district and covers 62,120 square feet.

Special Permit & Site Plan Review: 159, 169 and 177 Moore St. (Sacred Heart Church)
The Lowell Planning Board will hold a public hearing to hear all interested persons relative to an application by
Brian McGowan for Special Permit and Site Plan Review for a project located at 159, 169 and 177 Moore Street.
The proposal includes the conversion of three buildings, totaling 59,118sqft, formerly used as a church and
rectory (known as Sacred Heart Church) into 36 residential units, with associated parking and landscaping
changes. Minimal work will be done to the exterior of the building, and while the existing parking lot will serve
the proposed use, landscaped areas and plantings will be provided to comply with parking requirements and assist
in stormwater impacts. Access to the site will be from St. James Street. The applicant is seeking a Special Permit
under Sec. 8.1 and Site Plan Review under Sec. 11.4 of the City of Lowell Zoning Code. The parcel is located in
the TSF (Traditional Single Family) zoning district and covers 83,502 square feet.
