The Lowell Planning Board will hold a public hearing to hear all interested persons relative to an
application by Harkins Real Estate, Inc. for Site Plan Review and Special Permit for a project located the
above listed address. The existing parcel contains 13,465 square feet of land, one three‐family dwelling
and two parking spaces. The proposal includes the partial demolition and conversion of the existing
three‐family building to a two‐family dwelling, the construction of two new, single‐family houses and
increasing on‐site parking from 2 spaces to 8 spaces. A proposed Approval Not Required (ANR)
subdivision would divide the parcel into three parcels where the existing structure and each new single‐
family home would occupy a separate lot. The applicant is seeking Site Plan Review under Sec. 11.4 of
the City of Lowell Zoning Code and a Special Permit under Sec. 9.4 (Neighborhood Character Special
Permit) and Article XII (Table of Uses). The parcel is located in the TMU (Traditional Mixed‐Use) zoning
district.

The following individual has requested the Planning Board to provide a preliminary review of their
proposed project at the address listed above. This is not a public hearing. The Planning Board will
render no decision related to site plan review, nor guarantees any future decision, whether positive or
negative, on any project that receives pre‐application review.

Project: Subdivision of a lot with an existing building to create a new building lot with approximately
11,000sqft and 75 feet of frontage and construction of a new single family residential
building.
