Chris Zacharer: Has anyone been out to look at the site?

Rodney Fisher: Yes. There was.
Louisa Varnum: It's very flat so it looks the same as it did.
Chris Zacharer: We don't have a certification from the engineer. We need a certification from the engineer that all work was performed in compliance with the Order of Conditions.

Installation of an oil/water separator
Robert Atwood: The submittal is pretty much what we discussed previously. We had talked about permission for test pits. We completed the test pits. There is no bedrock below the site. We found boulders. All work is outside the 100 foot buffer. A small portion of the work extends to VFW Highway at a catch basin. This catch basin will be disconnected during the installation of the oil/water separator.
Chris Zacharer: Will you put the boulders back or are you going to backfill with loam?
Robert Atwood: Any boulders would have to be removed. There is going to be an issue with the tree. We anticipate disturbing the root system enough that the tree will not be able to recover. There is a tree removal process that the school has to go through, but that hasn't been done yet.
Louisa Varnum: Is that a maple tree?
Robert Atwood: I believe so. If you have suggestions for a replacement, we would be happy to hear them.
Kyle Davis: Is it feasible to install deep sump catch basins?
Robert Atwood: Yes. Manhole #1 and #2 are not catch basins but we specified that they should have a 4 foot sump. There will also be a snout on the catch basin upstream.
Kathy Downey: Motion to close the public hearing.
Louisa Varnum: Second

Kathy Downey: Motion to issue a Lowell Standard Order of Conditions with a special condition that the existing tree be replaced with a non-invasive species of approximately 4-6” caliper, preferably a sugar maple or red maple.
