CALL TO ORDER

Chris Zacharer: Called the meeting to order at 7:00

Project Location: 96 Alma Street, 87 Lafayette Street

The project proposals include the construction of single family homes on each lot with flood mitigation systems in the 100 year floodplain. The subject of this hearing was to address changes to the plans approved under Order of Conditions (dated January 7, 2009) for each property.

The following individuals spoke on behalf of the project:

Mr. Bernard Hamill, H-Star Engineering (Engineer for the Builder)

Ms. Diane Perry (Property Owner)

Mr. Hamill requested that the proposals for the amendments be heard together as the changes for each property were the same. Mr. Hamill presented the commission with revised plans for the properties which included changes to the placement of the homes, the flood mitigation systems, and site grading. Chairman Zacharer explained that the changes to the plans were extensive and should be filed under a new Notice of Intent. Chairman Zacharer opened up the meeting for comment by the rest of the Commission. Member K. Downey requested to review the previously approved plans. Member K. Davis noted that the information provided was not sufficient to make a determination.

Kathy Downey: Motion to require a new Notice of Intent filing for the properties at 96 Alma and 87 Lafayette Street.

Louisa Varnum: Second.

OTHER BUSINESS

Ms. Sarah Brown, Environmental Officer, informed the Commission that she received a phone call from Chris Briggs at the Lowell National Historical Park (LNHP) regarding Special Conditions issued regarding the Pawtucket Falls Overlook project. Ms. Briggs wanted to know what kind of tree survey the Commission would like the LNHP to proceed with at the location. The Commission explained that they would like to see a plan or list of trees identifying their species, location, and size. The Commission would also like the LNHP to mark trees to be removed so that the Commission can perform a site visit.

Chairman Chris Zacharer presented Member Kathy Downey with a citation for her service on the Conservation Commission. Ms. Downey has resigned from the Commission for personal reasons.
