Development Projects
Development projects that must seek review and permitting from the Planning Board, Zoning Board of Appeals (ZBA), or Conservation Commission are required to submit an application along with basic project information, plans, and other supporting documentation for review by the appropriate permit granting authority.
In most cases a number of City Departments have the opportunity to submit comments to the permit granting authority to supplement the information provided by the applicant and to assist in ensuring proposed development projects conform to the goals of the Lowell Comprehensive Master Plan, and generally accepted best practices in site development and wetlands protection. All applications, supporting documentation, and department comments for projects under review are made available to the public at the Division of Development Services (Lowell City Hall, 375 Merrimack Street, Rm. 51) between the hours of 9:00 AM to 5:00PM Monday through Friday.
In an effort to make project information more accessible to the general public, Development Services is making plans, application materials, and other supporting documentation available for development projects currently under review (see below). If you are seeking information on past projects please go to the link for the appropriate Board or Commission above.
The City of Lowell recently partnered with the CItizen Planner Training Collaborative (CPTC) to provide improved education regarding the Board Review process for Special Permits and Variances.
