The Jackson/Appleton/Middlesex (JAM) Urban Renewal Plan

The Jackson/Appleton/Middlesex (JAM) Plan hopes to invigorate a part of the City that is currently underutilized but has tremendous potential. The JAM area is rich with historic architecture and cultural resources that make it, with its proximity to historic downtown Lowell and access to major highways, ripe for economic development.
