Housing Opportunities for Persons With AIDS (HOPWA)
Notice of RFP Availability
The City of Lowell will award approximately $590,000 from the Housing Opportunities for Persons with AIDS (HOPWA) program of the U.S. Department of Housing and Urban Development (HUD). The HOPWA program addresses the specific needs of low-income persons medically diagnosed with HIV/AIDS and their families. HOPWA funds will be allocated for FY 2008-09 to eligible sub-recipients that provide housing, social services, program planning, technical assistance, development costs and related services to residents and families throughout Middlesex County in the Commonwealth of Massachusetts. As the Grantee, Lowell will administer the HOPWA program through its Division of Planning and Development (DPD).
The Request for Proposal (RFPs) document will be made available on November 19, 2007, and may be obtained via one of the following methods:

- In person from the City of Lowell’s Division of Planning and Development (located at JFK Civic Center, 50 Arcand Drive, 2nd Floor, Lowell MA 01852).

An informational Public Hearing will be held on Thursday, November 29, 2007 at 7:00 p.m. at the Lowell Senior Center.
Completed applications must be received and time stamped at the DPD Office by 12:00 Noon, Friday, December 21, 2007. Applications may be mailed or hand delivered. Electronic submittals will not be accepted.
