Five-Year Consolidated Plan
The Five-Year Consolidated Plan summarizes the community's priority needs for Community Development, Economic Development, Affordable Housing, Homeless Programs, and Public Services, and establishes a strategy to address those needs. This strategy will guide the annual activities and use of funds under the CDBG, HOME, ESG, and HOPWA programs for the period beginning July 1, 2005 through June 30, 2010. This plan has been approved by the Lowell City Council on May 3, 2005.

This document outlines the priorities and processes under HUD Entitlement programs for the program year beginning July 1, 2010 through June 30, 2015. On May 4, 2010, the City Council will consider a vote to authorize the submission of the final Consolidated Plan to the U.S. Department of Housing and Urban Development for approval. Substanial Amendment to the FY 2008-09 Annual Action Plan - Homelessness Prevention/Rapid Re-Housing Program
The City of Lowell was allocated $979,048 in Homelessness Prevention and Rapid Rehousing Program (HPRP) funds through the American Recovery and Reinvestment Act of 2009. These funds are directed toward programs that provide financial assistance and services to prevent individuals and families from becoming homeless and to help those experiencing homelessness to be rapidly re-housed and stabilized. Programs supported with HPRP funds will also address goals of the City's 10 Year Plan to End Homelessness. As part of the application process to HUD, the City of Lowell is required to complete a substantial amendment to its 2008-2009 Annual Action Plan. Substantial Amendment to the FY 2008-09 Annual Action Plan - Community Development Block Grant - Recovery
The City of Lowell was allocated $639,803 in Community Development Block Grant - Recovery (CDBG-R) Program funds through the American Recovery and Reinvestment Act of 2009. These funds are directed toward programs that support job creation and other economic stimulus activities. As part of the application process to HUD, the City of Lowell is required to complete a substantial amendment to its 2008-2009 Annual Action Plan. Hard copies of the Substantial Amendment for the HPRP may be viewed at the Division of Planning and Development, the City Clerk's Office and the Pollard Memorial Library.

Annual Action Plan
The FY 2009-10 Annual Action Plan outlines the planned activities that will be supported with CDBG, HOME, ESG, and HOPWA funding for the program year beginning July 1, 2009 and ending June 30, 2010. Analysis of Impediments to Fair Housing
The Analysis of Impediments to Fair Housing is a document that must be prepared by the City of Lowell in conjunction with the Consolidated Plan process every five years. This document reviews conditions in the community which may influence fair housing and identifies circumstances which may promote housing discrimination or the perception of housing discrimination.

Consolidated Annual Performance and Evaluation Report (CAPER)
The 2008-09 DRAFT CAPER outlines the accomplishments and expenditures under the Consolidated Plan programs for the program year beginning July 1, 2008 and ending June 30, 2009. Beginning September 8, 2009, the Draft CAPER will be available for public view and comment. Comments on the Draft CAPER will be accepted through September 25, 2009.
