- Housing Rehabilitation: The City of Lowell through the Division of Planning and Development is offering it's residents low interest deferred loans for Home Repair.
- Lead Abatement Program: The City of Lowell's Lead Paint Abatement Program offers low interest and deferred payment loans to investors and homeowners.
- LDFC Neighborhood Improvement Program: A low interest loan program for the acquisition, construction, restoration and/or renovation of commercial property that may also have a residential component. - MassDevelopment Predevelopment Assistance: Supports early-stage economic development projects in communities across Massachusetts. Funds range between $5,000 and $25,000, and applicants must be able to provide a dollar-for-dollar match.
