Our housing programs are designed to create and improve housing opportunities for all people at all stages of life.

• Homeownership - The housing staff oversees programs that encourage homeownership throughout the City of Lowell. For first-time homebuyers, we offer loans and assistance through our First-time Homebuyer, HOMEWORKS, and the Two for Lowell programs.
• Home Repair and Rehabilitation - Through our Home Rehabilitation program, we offer loans to low and moderate income homeowners to be used for fixing up their homes.
• Lead Paint Removal - We work to stabilize code related problems in the City by encouraging and funding the removal of lead paint through our Lead Paint Abatement program.
