Our housing programs are designed to create and improve housing opportunities for all people at all stages of life.

Homeownership

The housing staff oversees programs that encourage homeownership throughout the City of Lowell. For first-time homebuyers, we offer loans and assistance through our First-time Homebuyer program.

Home Repair and Rehabilitation

Through our Home Rehabilitation program, we offer loans to low and moderate income homeowners to be used for fixing up their homes.

Lead Paint Removal
