First Time Homebuyers Program

If you are a first time homebuyer, you could qualify for a loan of up to $10,000. To be eligible, you must:
  • Be a first time homebuyer purchasing in Lowell.
  • Meet the following income guidelines based on family size as established by the Department of Housing and Urban Development (HUD):

    1 45,100
    2 51,550
    3 58,000
    4 64,400
    5 69,600
    6 74,750
    7 79,900
    8 85,050
  • Complete a first time homebuyer seminar approved by the City of Lowell.
  • Use established purchasing guidelines (e.g. the house must pass the housing quality standards set by HUD).
