Homeownership The housing staff oversees programs that encourage homeownership throughout the City of Lowell. For first-time homebuyers, we offer loans and assistance through our First-time Homebuyer program. |
Home Repair and Rehabilitation Through our Home Rehabilitation program, we offer loans to low and moderate income homeowners to be used for fixing up their homes. |
