The intersection of Plain, Powell, and Chelmsford (State Route 110) Streets in the Highlands neighborhood has consistently been one of the highest accident locations in the city of Lowell. To address this problem, the City has engaged the engineering firm Louis Berger Group to design improvements to the intersection to improve pedestrian and vehicle safety along with the intersection’s operations. Engineering design will be completed early in 2005.

Thanks to help from our State Legislative delegation, including Representative Kevin Murphy, MassHighway has agreed to provide construction funding to implement the designs. The construction schedule will depend on funding availability, but will likely occur in 2007.
