The Division of Development Services exists to provide a one-stop center for land-use, permitting and code enforcement activities in the City. We are committed to protecting and preserving public safety, security and quiet enjoyment of the residents through the review and enforcement of building and sanitary codes, and the evaluation of land-development and use proposals for adherence to the goals and objectives of the City's Master Plan and Zoning Code.

Notice of Public Hearing: Dumpster Regulations
The Lowell Board of Health is holding a Public Hearing to hear all interested parties relative to proposed regulation revisions regarding the Regulation and Licensing of Dumpsters. Proposed revisions include: the placement and enclosure of dumpsters, fines for failure to maintain dumpsters, and changing from calendar year to renewal of permits to annual renewal. The Public Hearing will be held on Wednesday, December 7th, 6:00PM at the Mayor's Reception Room, Lowell City Hall, 2nd Floor, 375 Merrimack Street, Lowell, MA 01852.

A good rule of thumb, if an inspector comes to your door and asks to be allowed in, is trust but verify. We conduct thousands of inspections annually on behalf of property owners, tenants, property managers, and the City. We have 18 staff members inspecting private property for reasons ranging from adherence to minimum maintenance standards and fitness for human habitation, to inspecting construction work, to inspecting wetlands and protected areas. Often times the inspectors may need access to your home in order to properly and completely conduct their inspection.
All Development Services inspectors carry a photo identification card that should be visible at all times. If you do not see it on the inspector when he or she comes to your door, ask to see it before permitting them to enter. It is also a good habit to request a business card, so you have direct contact information and additional proof the person is who they say they are. If you still do not feel comfortable that the person at your door is an authorized City employee, you always have the right to deny an inspector access to your home.
It is important for our inspectors to allowed to conduct their inspections completely and thoroughly. If an inspector comes to your door, check their ID and ask for a business card before letting them in. Trust but verify, for your safety and ours.
