The License Commission, by the Acts and Resolves of 1894 of the Massachusetts Legislature, serves the City of Lowell as the local licensing authority for alcoholic beverages, public amusements, and second hand motor vehicles. The Commission is comprised of three Lowell residents appointed by the City Manager.

License Commission meetings are bimonthly, and held in the City Council Chamber. The meetings are open to the public. The licensing board may adopt rules and regulations in compliance with the laws of the Commonwealth of Massachusetts, and the Lowell City Code.
