Motion 7-10-07 Central St. Audible Signal

MEMORANDUM

TO:                  Mayor William F. Martin, Jr.

                                    And

Members of the Lowell City Council

FROM:            Bernard F. Lynch, City Manager

DATE:             August 8, 2007

RE:                   Council Motion of 7/10/07 by Councilor R. Mercier

“Request the City Manager to explore the possibility of placing an audible signal at the crosswalks on Middlesex and Central Streets.”

Regarding the above mentioned motion, discussions were held with Jeff Gomes, Transportation Engineer.  Jeff has identified several issues relating to this request.  Given the design of this intersection, the installation of twelve (12) units to would be required to comply with ADA requirements.  Additionally, upon completion of the garage, traffic patterns are scheduled to change.

Further, a new signal phasing and timing plan will be designed by the Traffic Engineer that will encompass the coordinated Middlesex/Central, Appleton/Gorham, and Central/Church triangle.  As such, more discussion is needed as work to the area moves forward.
