MEMORANDUM
TO: Mayor Edward “Bud” Caulfield
And
Members of the Lowell City Council
FROM: Bernard F. Lynch, City Manager
DATE: March
14, 2008
SUBJECT: CITY
COUNCIL PETITION OF 01.29.08 – CENTRAL STREET
PARKING
CITY MANAGER REQUEST
AN EVALUATION OF THE PARKING
SITUATION; INCLUDING RESIDENTIAL
VS. COMMERCIAL ON-STREET PARKING; DEVELOP OPTIONS FOR AREA
In reference to the above mentioned motion, Jeff Gomes,
Transportation Engineer has researched the history and visited the area in
question. The Hosford Square area has a long history of
parking problems consisting of parking conflicts between residents and business
owners. Business owners claim that
residents park all day in the parking spaces located in front of their
businesses. This does not allow for
parking turnover and businesses feel this affects their customer’s ability to
access their stores. There may be some
options to address this issue, however, there needs to be a discussion with
residents and businesses whereby an agreement can be reached that will attempt
to address everyone’s needs. This matter
is to be discussed at the April 17th Back Central Neighborhood
meeting. Notices will be sent regarding
this upcoming meeting and topic of discussion to attract as many interested
parties as possible. We will attempt to
reach a mutual agreement and agree on measures to address the parking problems.
Following the meeting, DPD will report the outcome and
advance any ordinances that may result from our discussion with neighbors and
businesses. Please contact me with any
questions or concerns regarding this matter.
