Municipal Hearings

Appeal Process

M.G.L. Chapter 40U allows individuals to appeal unpaid tickets within 21 days from the date the ticket was issued by completing the back of the violation notice. The appeal must include the name, address and contact information of the person appealing the ticket.

In accordance with M.G.L. Chapter 40U, a hearing will be scheduled with 45 days of receiving the request. Notice to appear before the Municipal Hearing Officer will be sent via USPS mail to the address listed by the appellant.

Decisions made by the Municipal Hearing Officer are final. An appellant may appeal the Municipal Hearing Officer’s decision as outlined by M.G.L. Chapter 40, § 21D.

Parking Violations

Parking ticket payments may be made by cash, check (please make checks payable to The City of Lowell) or money order. Payments by credit card can be made online at http://www.lowellma.gov/services/obp/parkingtix or by using the payment kiosk at Lowell City Hall for non overdue violations.

Appeal Process

M.G.L. Chapter 90, § 20A allows individuals to appeal unpaid parking tickets within 21 days from the date the ticket was issued by completing a Parking Ticket Appeal Form. The appeal must include the name, address and contact information of the person appealing the ticket, the name and address of the registered owner of the vehicle if it is not the same, and the reason for the appeal. The appeal must include any evidence, diagrams or documentation supporting the appeal.

Hearing Process

M.G.L. Chapter 90, § 20A allows individuals to appeal unpaid parking tickets within 21 days from the date the ticket was issued. A person may request a hearing by returning the Parking Ticket Appeal Form and indicating that they would prefer a hearing with the Parking Clerk.

Decisions made by the Parking Clerk are final. An appellant may appeal the Parking Clerk’s decision as outlined by M.G.L. Chapter 30A, § 14.
