On street parking offers a convenient way to conduct business, shop, eat, or play in the downtown area.  Parking meters and Pay by Space Kiosk are in effect Monday thru Saturday 8:00 a.m. untill 6:00 p.m.  Pay by Space Kiosk have been deployed in the downtown area.  The Kiosk are very customer friendly - for your convience the Kiosk will take any coin, credit or debit card.  To use the Kiosk, simply enter your parking space number - insert any coin or credit/debit card for the alloted time up to 2 hours - 25 cents = 15 minutes.  Take your receipt with you, you do not have to return to your car to place the  receipt on your dashboard.  This receipt shows the date/space number and what time your parking space expiers. Whan parking at a parking meter primarily the meter should be at  front of your car, currently they only accept quarters.  There are a few 15 minute meters in the down town area, these meters are identified by a gold dome and a florescent yellow sticker.

Handicap persons may park at a meter without putting in any money as long as “THE PERSON BELONGING TO THE PLACARD MUST BE PRESENT IN THE VEHICLE AND THE DATES MUST BE VALID”.

RESIDENTIAL PARKING is located in both the NORTH and SOUTH campus' areas of UML.  To obtain a residentail parking sticker and visitor permit, you must go to City Hall Room 30 with your vehicle registration.  Your vehicle must be registered to this residential location.  There is currently no charge for this.

Parking at a broken meter will result in a ticket.

In the case of a snow emergency, all cars must be off the street within 6 hours of the “snow emergency” being called.

There is a snow ban in effect from 2:00 a.m. -6:00 a.m. from December 1st through March 31st

SNOW  EMERGENCY:

All cars are to be off the street within 6 hours of the SNOW EMERGENCY being issued so as not to hinder snow plowing and removal. RESIDENTS of Lowell who do not have off street parking available are offered free parking in the Ayotte Parking Garage until the snow ban is lifted. However if a special event is scheduled, the “EVENT RATES WILL APPLY”. Residents will have 2 hours after the ban has been lifted to remove their vehicles from the Ayotte Garage without incurring any expense. If your vehicle is not removed, you will be assessed a fee from that time until the removal of the vehicle from the parking garage.
