General Parking: On street parking offers a convenient way to conduct business, shop, eat, or play in the downtown area.
- Parking meters and Pay by Space Kiosks are in effect Monday thru Saturday 8:00 a.m. until 6:00 p.m. The Kiosks are very customer friendly, accepting any coin, credit or debit card.
- To use a Kiosk, simply enter your parking space number, insert any coin or credit/debit card for the allotted time up to 2 hours (25 cents = 15 minutes), and take your receipt with you (you do not have to return to your car to place the receipt on your dashboard). The receipt shows the date/space number and what time your parking space expires.
- When parking at a parking meter, the meter should in front of your car. Parking meters currently only accept quarters. Please note that there are a few 15 minute meters in the down town area, these meters are identified by a gold dome and a florescent yellow sticker.
- PARKING AT ANY BROKEN METER WILL RESULT IN A TICKET!
Handicap Parking: Handicap persons may park at a meter without putting in any money, according to the following:
- The handicap placard must be hung on the vehicle’s rear view mirror.
- The handicap placard must be clearly visible and legible.
- The person that the handicap placard is issued to must be present and in the vehicle.
- The handicap placard must be valid.
- The handicap placard’s dates must be current.
Residential Parking: Residential Parking is located in both the NORTH and SOUTH campus' areas of UML.
- To obtain a residential parking sticker and visitor permit, you must go to City Hall Room 30 with your vehicle registration.
- Your vehicle must be registered to this residential location.
- There is currently no charge for this.
Parking Tickets: Parking ticket questions and or payments should be directed to the City Treasurer’s Office at Lowell City Hall, 375 Merrimack Street Room 30, Lowell, MA, 01852, or via telephone at 978-674-4017.
Winter Parking Ban: The City of Lowell has a winter parking ban which it observes and enforces between December 1st and March 31st as follows:
- Dates: December 1st and March 31st
- Hours: During the hours of: 2:00 AM through 6:00am
- Streets: Listed below
- Any vehicles parked on the streets listed below during the Winter Snow Ban Parking dates/hours are subject to ticketing/towing as deemed necessary.
Snow Emergency: In the event that the City of Lowell declares a “Snow Emergency”, please note the following:
- All vehicles must be off the street within 6 hours of the declaration.
- City of Lowell residents who do not have off street parking available to them are offered free parking in the Ayotte Parking Garage until the snow ban is lifted. However, please note that if a special event is scheduled at or near the Ayotte Parking Garage, “Event Rates” will apply.
- Once the “Snow Emergency” is lifted, any City of Lowell residents that have parked in the Ayotte Parking Garage will have 2 hours to remove their vehicles from the Ayotte Parking Garage without incurring any additional expenses. Vehicles not removed within two hours will be assessed a fee from that time until the vehicle is removed.
