What is a tax lien?
State law governs tax title procedures for cities and towns, including Lowell. A tax title is a lien placed on property to enforce the collection of property taxes. The lien is removed when the property tax account is paid in full. If the property taxes are not paid, the City may foreclose and take possession of the property.
Can I enter a payment plan to pay outstanding property taxes?
The City of Lowell provides residents in tax title to enter payment agreements. 25% of the past due balance in addition to payment of the current year tax bill. The entire balance must be paid within ten months of entering said agreement. Residents must stay current on all taxes and water/sewer billing throughout the duration of the payment agreement.
