Traffic and Transportation Department Overview
The duties of the Transportation Engineer within the Department of Planning and Development (DPD) include management of the City’s overall transportation needs including responsibility for developing needed regulatory ordinances for Council approval on a quarterly basis, managing the Gateway Signage System and annual Pavement Marking Program, traffic signal operations, enforcement activities, and responding to neighborhood traffic issues. Work with agencies such as the Massachusetts Department of Transportation, Northern Middlesex Council of Governments, Neighborhood Groups, School Transportation Officials, Regional Transit Authority and others. The Traffic and Transportation Department responds to all traffic motions, petitions, calls and letters from residents, businesses and local officials. We conduct Planning Board and Zoning Board site plan reviews for traffic issues. The Department is responsible for approving all detour plans for road closings, repair projects and bridges. The Traffic and Transportation Department is responsible for managing the selection, placement and maintenance of all traffic signs and pavement markings on city owned streets in the City of Lowell, with the exception of speed limit and truck exclusion signs which are managed by the state.
