
James Milinazzo is a lifelong resident of Lowell. He is married to Anabel (Byrne), who is a school teacher. They have one daughter, Julie.
James Milinazzo has a Master’s in Public Administration from Suffolk University and a Bachelor of Arts in Political Science from Merrimack College.
Milinazzo is currently Vice President of Business Services at Jeanne D'Arc Credit Union. He served the city as Executive Director of the Lowell Housing Authority from 1993-2002. He also served as the Director of the City of Lowell Division of Planning and Development.
Milinazzo was first elected to the city council in 2003. He served as the Vice-Mayor to Mayor William F. Martin, Jr in 2006 and 2007.
Milinazzo has served on numerous subcommittees including Council Rules, Economic Development, Public Safety, and Zoning.
Milinazzo has represented the city council on the North Middlesex Council of Governments and Community Teamwork, Inc.
Milinazzo has served the community on numerous boards and commissions: Lowell Plan, Inc., Lowell Development and Financial Corp., Lowell General Hospital, Community Teamwork, Inc., Massachusetts Real Estate Broker, Pollard Memorial Library, Adjunct Professor at Suffolk University, and Common Ground Development Corporation.
