Lowell Residential Energy Efficiency Loan Program (REEL)

Get Set...

The Lowell REEL program is designed to augment the MassSave program. Administered by National Grid in Lowell, Mass Save is a state-wide, rate-payer funded program which provides No-Cost home energy assessments and weatherization incentives to Massachusetts residents. For more information about the Mass Save program, please visit www.MassSave.com. The City of Lowell is partnering with Next Step Living (NSL), a Mass Save Participating Home Performance Contractor, to provide these assessments to Lowell residents as part of the REEL program*.

Get Started...

To get started with REEL, contact NSL to schedule your No-Cost home assessment. During your assessment, a NSL home energy advisor will install energy efficient light bulbs, water saving devices, and supply programmable thermostats, where applicable, all at no cost to you! Your NSL energy advisor will also identify further actions you can take to reduce your energy bills, which may include air sealing, insulation, and replacing inefficient appliances, heating or hot water systems. They will also refer you to rebates, available from National Grid, that can reduce the cost of these measures by over 75% and provide details about a 0% Mass Save HEAT loan for eligible weatherization measures. Get REEL...

Find out if the REEL program can help you decrease your utility use and lower your bills further. REEL can cover projects not eligible under the Mass Save program like solar photovoltaic installations. The loan funds are available at 1% interest for a five‐year period for projects that cost a minimum of $5,000 (after all rebates). Single unit properties can receive a loan of up to $20,000; the loan maximum extending $10,000 each additional residential unit with a maximum of $50,000 (4 unit building). Bring it Home...

Any residential building with 1 - 4 units seeking to implement energy efficient retrofits or incorporate renewable energy facilities into their building (ie: solar panels, geothermal heat pumps) are eligible to apply for a loan. A building must be occupied and the project should be designed to reduce existing energy use by at least 10%, based on an analysis provided by the Mass Save energy assessment or other energy efficiency consultant.
