Notice of Availability and Public Hearing

The 2012-2013 Draft Plan & Substantial Amendment to the 2011-2012 Annual Action Plan will be available for review and public comment for a period of 30-days, beginning March 19, 2012 and ending April 20, 2012. All written comments received will be included in the Final Plan sent to HUD along with the City’s responses.

Printed copies of the document are available for public review from 8:00 AM to 5:00 PM at the Department of Planning and Development, JFK Civic Center, Second Floor, 50 Arcand Drive; at the Office of the City Clerk, City Hall, 375 Merrimack St., and at the Pollard Memorial Library, 401 Merrimack St. during normal operating hours.

Written comments may be submitted to Allison Lamey, Director of Community Development, 50 Arcand Drive, Lowell, MA 01852, faxed to 978-674-4252, or emailed to alamey@lowellma.gov. For consideration, comments must be received no later than April 20, 2012 at 5:00 PM.

Please note: the Draft Plan is subject to change and requires approval by the Lowell City Council.  Applicants will be notified in writing by June 2011 of the final awards for FY 2011-2012.  Applicants must not assume their proposal has been accepted for funding until they have received written notification from the City.

The City of Lowell, Division of Planning and Development (DPD) will hold a Public Hearing on Thursday March 29, 2012 at 6 PM at the Lowell Senior Center to review the Draft Plan and the Substantial Amendment.  Interested persons are encouraged to attend and may provide testimony regarding the document.

Interpreters for non-English speaking or hearing-impaired residents will be provided if requested at least four (4) business days prior to the scheduled hearing.  Contact the DPD at 978-674-4252.
