Notice of Availability and Public Hearing

The Draft Plans will be available for review and public comment for a period of 30-days, beginning March 22, 2010 and ending April 23, 2010.  All written comments received will be included in the Final Plans sent to HUD along with the City’s responses.

The public may examine electronic copies of the Draft Plans at http://www.lowellma.gov/depts/dpd/services/comdev/consolidated  Printed copies of both documents are available for public review from 8:00 AM to 5:00 PM at the Division of Planning and Development, JFK Civic Center, Second Floor, 50 Arcand Drive; at the Office of the City Clerk, City Hall, 375 Merrimack St., and at the Pollard Memorial Library, 401 Merrimack St. during normal operating hours.

Written comments on both documents may be submitted to Allison Lamey, Senior Community Development Planner, Division of Planning and Development, 50 Arcand Drive, Lowell, MA 01852, faxed to 978-446-7014, or emailed to alamey@lowellma.gov. For consideration, comments must be received no later than April 23, 2010 at 5:00 PM

Please note: the Draft Plans are subject to change and require approval by the Lowell City Council.  Applicants will be notified in writing by June 2010 of the final awards for FY 2010-2011.  Applicants must not assume their proposal has been accepted for funding until they have received written notification from the City.

The City of Lowell, Division of Planning and Development (DPD) will hold a Public Hearing on Thursday April 1, 2010, at 6 PM at the Lowell Senior Center to review the two documents identified above.  Interested persons are encouraged to attend and may provide testimony regarding the Draft Plans.

Interpreters for non-English speaking or hearing-impaired residents will be provided if requested at least four (4) business days prior to the scheduled hearing.  Contact the DPD at 978-446-7200.
