The Draft Plan will be available for review and public comment for a period of 30-days, beginning March 30, 2009 and ending April 30, 2009.  An Amendment to the 2008-09 Action Plan including the spending plan for ESG-Homeless Prevention and Community Development Block Grant-Recovery Funds will also be available during this time.  These programs are made available through the American Recovery and Reinvestment Act of 2009.  All written comments received will be included in the Final Plan sent to HUD along with the City’s responses.

The public may examine electronic copies of both documents at http://www.lowellma.gov/depts/dpd/services/comdev/consolidated.  Printed copies of the documents are available for public review from 8:00 AM to 5:00 PM at the Division of Planning and Development, JFK Civic Center, Second Floor, 50 Arcand Drive; at the Office of the City Clerk, City Hall, 375 Merrimack St., and at the Pollard Memorial Library, 401 Merrimack St. during normal operating hours.

Written comments may be submitted to Allison Lamey, Senior Community Development Planner, 50 Arcand Drive, Lowell, MA 01852, faxed to 978-446-7014, or emailed to alamey@lowellma.gov. For consideration, comments must be received no later than April 30, 2009 at 5:00 PM

Please note: the Draft Plan is subject to change and requires approval by the Lowell City Council.  Applicants will be notified in writing by June 2009 of the final awards.  Applicants must not assume their proposal has been accepted for funding until they have received written notification from the City.

The City of Lowell, Division of Planning and Development (DPD) will hold a Public Hearing on Thursday April 9, 2009 at 6 PM at the Lowell Senior Center to review the Draft Plan and Amendment.  Interested persons are encouraged to attend and may provide testimony regarding the document.

Interpreters for non-English speaking or hearing-impaired residents will be provided if requested at least four (4) business days prior to the scheduled hearing.  Contact the DPD at 978-446-7200.
