The City of Lowell Division of Planning and Development will hold a Public Hearing on Thursday, November 20, 2008 at 6:00 PM at the SENIOR CENTER, to help prepare the Annual Action Plan for FY 2009-2010.  This plan governs the distribution of federal entitlement grant funds through the CDBG, HOME, ESG, and HOPWA programs.  DPD will also provide technical assistance on submission of an RFP for Federal Entitlement Funds, review performance of current projects, and obtain input on housing and community development needs.

Please note: Due to extensive limitations on HOME dollars for the 2009-2010 fiscal year, the City does not anticipate sufficient HOME funds available to warrant a competitive RFP process.  Parties interested in the HOME program can contact the City of Lowell for more information. 

RFPs for federal funds are available beginning at 12:00 PM November 17, 2008 at the City of Lowell DPD, 50 Arcand Drive, 2nd Floor.  Requests for electronic copies may be made through the City’s website: www.lowellma.gov/depts/dpd/rfp. Completed RFPs are due at the DPD Office by 12:00 PM December 19, 2008.  For more information contact Allison Lamey at 978-446-7200.

The City will provide interpreters for non-English speaking or hearing-impaired residents upon receiving a request at least four (4) days prior to the scheduled hearing date.
