Request for Proposals Summary Information
The City of Lowell will receive sealed Proposals for the sale of a certain property located at 27 Fourth Street.
The subject property contains approximately 7,480 +/- sq. ft. of land improved by a building consisting of approximately 6,850 +/- sq. ft. of usable area. The subject property is located in the Traditional Multi-Family Zoning District (TMF) and, as further described in the Request for Proposals (RFP) packet available from:

Pre-proposal conference and site walk will be conducted on Monday, March 29th at 9:00 a.m.
All Proposals require a deposit in the form of a Treasurers Check or Certified Bank Check, made payable to the City of Lowell, in an amount equal to Ten Percent (10%) of the proposed purchase price.
The City of Lowell may make federal Neighborhood Stabilization Program funds available to the selected Proposer as a grant or loan with terms and funding amount to be negotiated based on the quality of the proposal submitted and the demonstrated level of need. The successful Proposer will be required to provide a performance bond or other security, satisfactory to the City to insure the completion of this project as proposed only in the case that the City determines that the Federal Neighborhood Stabilization Program funds are not sufficient to guarantee completion. All proposals must be sealed and submitted to the address above no later than 1:00 P.M. (local time), Wednesday, April 7, 2010 at which time the proposals will be publicly opened. All Proposals must be complete and in compliance with the submission requirements outlined in the Request for Proposals (RFP). The City of Lowell reserves the right of design review and project approval. All sales are subject to a vote of the Lowell City Council.
The City of Lowell reserves the right to reject any and all Proposals. The City of Lowell has established a minimum sale price of Ten Thousand and 00/100 Dollars ($10,000.00).
