The City of Lowell offers residents an easy and secure way to view, print and pay their real estate tax, personal property tax, motor vehicle tax and water bills online. We support electronic bill presentment (viewing) and payment because it is more convenient for residents and better for the environment.

Online Bill Payment, in partnership with Invoice Cloud, offers the following benefits:

• No registration required
• You have the option to pay immediately or schedule a payment
• Get an emailed confirmation of payment or print a receipt
• You may sign up for automatic payments
• You may choose to “Go Paperless” to reduce clutter and help the environment
• E-check is less than the cost of a stamp!

• Real Estate Taxes
• Personal Property Taxes
• Water/Sewer/Refuse Utility Billing
• Motor Vehicle Excise Taxes
• Boat Excise Taxes
• Parking Tickets 

Payments Accepted

Electronic checks using a checking or savings account or the following card types are accepted for online and telephone payments.

Convenience Fees

Online and phone payments will incur a convenience fee. The City of Lowell receives only your bill payment amount. Convenience fees cover various administrative costs associated with accepting payments and are non-refundable.

Tax Bills

• The convenience fee when using a Credit Card is a percentage rate fee of up to 2.95% with a minimum charge of $1.00.
• The convenience fee when using an Electronic Check is $.40.

Water Bills

• The convenience fee when using a Credit Card is a flat rate fee of $3.95.
• The convenience fee when using an Electronic Check is $.40.

The convenience fee amount is automatically calculated and is shown on the payment page before you submit your payment for processing. Convenience fees will appear as a separate charge from the bill amount on your credit card and bank statements.

• All amounts due are subject to change per the appropriate Collection Schedule.
• Online payment of "currently due" bills is offered as a convenience to you; Mailing your payments, or paying them in person is an option always available to you. This service is provided as a convenience by the City of Lowell to its citizens and bill payers to pay bills "curently due."
• Signing up for this service is free and allows you to access, view, and pay your bills through Invoice Cloud, Inc.
• As the bill payer, you are responsible for any convenience fees assessed by Invoice Cloud for online bill payment.
