What forms of payment are accepted?
- Checking and Savings Account payments from your bank are accepted.
- Credit card payments via American Express, Discover Card, and MasterCard are accepted.
- The City is currently working with our 3rd party Merchant on other forms of payment; note that Visa is not accepted as a form of payment at this time.
What does this service cost?
- A convenience fee for online bill payment is assessed by the 3rd party Merchant, Metropolitan Communications Corporation (MCC), for the handling, bank processing, transaction fees, and delivery of online payment services to residents.
- Checking and Savings Account-based payments are assessed a flat-rate convenience fee of $.25 per transaction.
- Credit card-based payments are assessed a convenience fee which varies based on the credit card being used, and the payment amount.
- Once you have registered at MCC for the service, selected the bill to pay, and the payment method, the associated convenience fee MCC will assess for your transaction is displayed.
- Please make sure to read the Notices below and on subsequent pages for additional information.
- Online payment of "currently due" bills is offered as a convenience to you; mailing your payments, or paying them in person is an option always available.
Notices
- This service is provided as a convenience by the City of Lowell to its citizens and bill payers to pay bills "curently due."
- Signing up for this service is free and allows you to access, view, and pay your bills through Metropolitan Communications (MCC), a 3rd party Merchant.
- Payment may be made directly from your checking or savings account by electronic check (ACH transaction), or via selected credit cards.
- As the bill payer, you are responsible for any convenience fees assessed by MCC for online bill payment.
- All payment transactions on this system are processed using a secure connection, and in US currency only; the Merchant’s country of origin is the USA.
- Support for online payments is available directly through MCC at 978-562-6349.
- Your use of this service indicates acceptance of applicable Notices and this website's Terms of Use.
- Mailing your payments, or paying them in person is an option always available to you.
