Request Tax Information
Duplicate Bill Requests 
 
All bill mailings are sent only once to the address provided (not including demand or warrant notices).  In the event a duplicate bill is needed for any reason, it may be provided by written request
 
An excise tax or water/utility bill may be duplicated upon request of the registered owner or homeowner.  Said requests may be either mailed into the Treasurer/Collector's office or hand-delivered, accompanied by a $1.00 fee per bill.  Please note that all excise taxes and water bills will be mailed to the address on file with NO EXCEPTIONS.

Payment History Requests
 
Records of payment history are available upon request and MUST be accompanied with a $2.00 fee per statement per year. Said requests must be submitted in writing with the appropriate form which can be found by clicking here. Forms may be hand-delivered or mailed (address on form) to the Treasurer/Collector’s office. Please note the following:
  • Normal turnaround is 3-5 business days. However, during periods of high volume, reception may be delayed by no more than 10 business days.
  • Water/Utility information will ONLY be provided to property owner.
  • Excise information will ONLY be provided to registered owner.

 

Municipal Lien Certificates (MLC)

The collector of taxes for any city, or for any town having more than five thousand inhabitants, as determined by the last preceding national or state census, shall, on written application by any person, and within ten days thereafter, excluding Saturdays, Sundays and holidays furnish to such applicant a certificate of all taxes and other assessments, including water rates and other charges due.

To request a Municipal Lien Certificate from the City of Lowell, please do the following:

  • Download the Municipal Lien Certificate form; complete it and sign it, making sure to print legibly.
  • Return the Municipal Lien Certificate to the Office of the City Treasurer, 375 Merrimack St - Room 30, Lowell, MA 01852.
  • Make sure to enclose a self-addressed, stamped envelope - you will NOT receive your MLC without providing this!
  • Make sure to include a check, payable to the City of Lowell, according to the fee schedule below - you will NOT receive your MLC without providing this!

General processing information:

  • The average turnaround time for a MLC is five business days from the date the Treasurer/Collector’s office receives the request. However, periods of heavy volume could delay processing for up to, but not exceeding, ten business days.
  • The City of Lowell does not, under any circumstances, place rush orders on MLC requests. They are processed strictly in the order that they are received.
  • Multi-unit condominiums require separate MLC request forms for each unique parcel id requested, and all of which are subject to separate $25.00 processing fees.
  • MLC's can be picked up directly at the Treasurer/Collector’s Office - Room 30, if requested ahead of time, rather than delivery. Hours for pick up are 8am-5pm, Monday through Friday.
  • MLC's are calculated two weeks out from the day they are printed.  The Treasurer/Collector’s office posts receipts daily so balances may change if payment is received for that account.  You may always find out any balance for outstanding taxes by viewing the bill at the City of Lowell’s online payment site provided by Invoice Cloud.
  • If your closing is postponed, the MLC includes per diem data for all outstanding amounts.
 
MUNICIPAL LIEN CERTIFICATES ONLY SHOW TOTAL BALANCES.  FOR A BREAKDOWN OF THE CURRENT FISCAL YEAR QUARTERS AVAILABLE AT TIME OF REQUEST, AN ADDITIONAL $2.00 PER PROPERTY IS REQUIRED FOR A PAYMENT HISTORY THAT WILL SHOW THIS INFORMATION, OR YOU MAY CLICK HERE TO VIEW THE INDIVIDUAL QUARTERLY BILLS THAT HAVE BEEN RELEASED.
