City Pension Retirement Plan
The City of Lowell participates in the Commonwealth of Massachusetts' Public Employee Retirement Administration Commission (PERAC) and the Massachusetts Teachers' Retirement System (MTRS). The Lowell Retirement Board represents PERAC locally.

The City offers two dental insurance plans (a Low Option and High Option plan) through Delta Dental Insurance.

The City of Lowell Offers an Employee Assistance Program through AllOne Health Group, Inc, which provides a variety of 24 / 7 free confidential services.

The City offers medical and dependent care flexible spending accounts, administered through Cafeteria Plan Advisors, Inc. (CPA).

The City offers various health and medical insurance plans through the Commonwealth of Massachusetts' Group Insurance Commission (GIC) to all of its full time employees, retirees, and survivors.

Health Reimbursement Arrangement (HRA)
The City of Lowell provides a supplemental Health Reimbursement Arrangement (HRA) plan designed to reimburse for certain out of pocket expenses, administered through UltraBenefits.

Municipal Employees Federal Credit Union
The City of Lowell has housed the independent Lowell Municipal Employees Federal Credit Union in City Hall, which has been providing personal financial services to its members since 1937.
