Storefront Improvement Program

The Storefront Improvement Program provides matching grants to property owners or tenants seeking to renovate or restore ground-floor commercial building exterior facades. 


The Program seeks to increase accessibility into storefronts, improve the physical appearance of independently owned businesses, and enhance the commercial districts of Lowell. The program is federally funded through the American Rescue Plan Act (ARPA) and is subject to federal regulation.

Applications will be received on a rolling basis.


Prior to beginning an application, prospective applicants are advised to review the Program Guidelines (Khmer, Portuguese, and Spanish), which contain detailed information about eligible projects and responses to common application questions. If you have questions about the application, please contact the Economic Development Office in the Department of Planning and Development to schedule an appointment before submitting your application.

*Paper Applications
The preliminary application is available in paper form in English, Khmer, Portuguese, and Spanish at the Economic Development Office in the Department of Planning and Development and may be picked up during regular business hours (Mon., Wed., Thurs.: 8 am-5:00 pm; Tues: 8 am-8 pm; Fri: 8 am-noon). You may submit a paper preliminary application by bringing it to the Department of Planning and Development OR by mailing it to:

*Online applications are strongly preferred.
