DPD worked with City Council and the Community to create the ARPA Neighborhood Improvement Plan which identifies 8 “open space impact projects,” one in each Lowell neighborhood. This $9.1 million investment through the American Rescue Plan Act (ARPA) will equitably transform some of Lowell's most loved parks to be more inclusive, resilient, and better equipped to meet the community's open space needs in a post-pandemic environment. DPD anticipates completing all ARPA projects by the end of 2026.
